Israel Home Front Command holds the responsibility for civil defense and support, population
guidance and large-scale operational response in emergency scenarios.
The Home Front Command provides management, protection, rescue and relief, and contributes to
the planning, mitigation, response and recovery in emergency situations, eventually ensuring the
resilience of the Israeli people.
The Home Front Command operates under a legal status defined in the Civil Defense Law (1951).
This law specifies the mission of the Civil Defense Service (evolved into Home Front Command in
1992) as: … to take all measures required for protecting the civilian population … capitalizing on

Over the years, the Home Front Command has gained extensive operational expertise in population
support and emergency guidance in Israel and during international relief missions.
Training and maintaining personnel readiness for extreme situations is one of Home Front
Commands main routine actions. For the purpose of training in scenarios of high crowd and
hazardous atmosphere, the Home Front Command has developed a unique simulative environment -
the Commanders Training Simulative Center (CTSC).
The CTSC is a major training facility for crisis management, decision making, situation awareness
and emergency situation management. Operational since 2010, CTSC offers complete training,
debriefing, documentation and learning environment in Civil Defense and Homeland Security
Commanders Training Simulative Center – Features
The simulative environment of CTSC is based on high fidelity models of urban structure, destruction,
traffic, roads and sideways. The system includes scientific models of crowd behavior along with
evacuation, population routing, police capabilities, medical assistance, search, rescue and
decontamination modules. The CTSC offers full instructional platform for simultaneous training of
120+ trainees, including technical management stations, briefing hall and observer room.
The platform of CTSC allows for the research, testing and validation of integrative emergency
response doctrine. This includes issues of crowd control, anxiety and panic, response in case of
medical emergency and large scale fire scenarios in urban and open areas.
