James Rogers - DIAS Assistant Professor in War Studies, within the Centre for War Studies, at SDU, and
Associate Fellow within LSE IDEAS, at the London School of Economics.
Topic of interest:
HORIZON-CL3-2022-FCT-01-04: Public spaces are protected while respecting privacy and avoiding mass
surveillance
HORIZON-CL3-2021-BM-01-01: Enhanced security and management of borders, maritime environment,
activities and transport, by increased surveillance capability, including high altitude, long endurance aerial
support
Research interests and special expertise
I am a social scientist specialising in identifying vulnerabilities and forecasting emerging threats in the short to
medium term. I am trained in Strategic Foresight Analysis methods and work with international, governmental,
industrial, and military organisations to identify practical, ethical, and security flaws in terms of new
technologies, new institutional frameworks, and/or counter-terrorism strategies. My research focuses on
drone warfare, arctic security, contemporary security policy, and the history of warfare.
I propose to lead a ‘Strategic Foresight Analysis’ work package, designed to forecast emerging trends as issues
that need to be accounted for by the overall project and its end users. I have a team of three people –
including former military personnel, ethics, strategy, and terrorism experts, EU policy experts and expertise
on Frontex – as a means to accurately project emerging threats and vulnerabilities to the project.
Relevant experience
Currently Special Advisor to the UK Parliaments All-Party Parliamentary Group on Drones, Advisor to the
United Nations Special Rapporteur, a UK MoD Defence Opinion Leader, and NATO Country Director of the
Vulnerabilities of the Drone Age project, funded by NATO SPS. I have also advised the EU Commission DG
Terrorism and am a member of the EU Commission’s Network of Responsible Users.
